T.: … Thank you, boys and girls. And now, I suppose, it`s time to speak about political systems. First, I`d like to hear what you mean what meaning the word “democracy”. While answering this question you may consult Table.( Слайд 2 Презентация «Democraсy»)

Слайд 2

                               Democracy or Permissiveness?

  • To do what you want
  • To rule the country
  • To do anything you want but within the framework of law.
  • to elect one`s representatives to rule the country
  • to elect the head of state directly
  • to say openly what you think
  • to live in any place you choose
  • to guarantee the rights of citizens
  • to follow the constitution

T.: Join the conversation and ask each other if it is true that democracy states that all people are allowed to do anything they want. (управляемый диалог в режиме [T→P1→P2] по теме урока)

P1: Does “democracy” state that all people have the right to do anything they want?

P2: No, I don’t think so. To my mind “democracy” means that people may do what they want but within the framework of law.

T: Do you think it is the right way to avoid permissiveness?

P2: Why not?

T: Ask you classmates then what other principles democracy presupposes.

P2: What other principles does democracy presuppose?

P3: It seems to me that real democracy gives people the right to rule the country through their elected representatives. Don`t you agree to that?

P4: Everybody agrees I`m sure but I`d like to add that real democracy also gives people their constitutional right to elect the head of state, I mean President, directly.

T: I don`t think that is all so name more principles of a democratic state.

P5: In a democratic state it`s natural that people may openly say what they think.

P6: Besides people may live in any place they choose.

T: And what about some of the constitutional duties of the head of state and the other authorities? Ask your classmates about them.

P1: Whose duty is it to guarantee the rights of citizens?

P7: Under the constitution it is the head of state who guarantees all the rights of citizens and all people and authorities should follow the fundamental law of the country.

T: You are right. Everybody should remember not only his or her rights but their duties as well. And now I want you remember about the duties or function in Britain. ( Презентация «The Political System of UK»).

So, well, I want you to think over some of the statements concerning political system of UK and find out if they are true or false. You must do test on your computers. (папка My test, , файл открыть) But, I want some pupils do other work. You must do the task individually. Translate some sentences from Russian into English. ( 2-3 сильных ученика выполняют задание по переводу)

T: OK, and now it`s time for a small pause. Let`s make a gymnastic for eyes.

    Look left, right
Look up, look down
Look around.
Look at your nose
Look at that rose
Close your eyes
Open, wink and smile.
Your eyes are happy again.

So, today we will speak about the political system of the USA as it has been planned. ( Презентация « The main functions of the powers in the USA» )

Well, please tell me, what  political system does this country belong to? Why? Let`s compare the Us and British political systems. Please, use the table.  ( Cлайд 3. Презентация «Democraсy»)

 Group work

Students compare the US and British governmental systems in small groups then they share their ideas with the whole class. Students start with the ideas from the box and find the corresponding facts. They can make notes in the table.

1)The Queen is the head of State. The Prime

Minister is the leader of the government and

the leader of the party with the majority seats

 in the House of Commons.

2)The Cabinet includes the ministers in charge

of major government departments or ministers.

3)Parliament is made up of two chambers-

The House of Commons and the House of Lords.

4)The House of Commons consists of 650

Elected MPs. The House of Lords consists of

over 1100 permanent non-elected members.

1)The President is both the head of State and of

government.

2) The Cabinet includes the ministers in charge of

major government departments or ministries.

the Senate and the House of Representatives.

4) The Senate has 100 elected members. The House

P4: The United state of America is consider to be a presidential republic and it`s natural that the head of the state here is the President.

P5: What political activities is the President of the USA involved in? Is the role of the head of state of the USA ceremonial as in the UK?

P6: Certanly not. The President of the USA apoints Secretaries as heads of the most important departments in the Administration. He has the power to sign bill or to veto laws passed by Congress. Besides he appoints federal jadges too. And I think that is not all.

P5: The power of the monarch of the UK is inherited, isn`t it? And what can you say about the power of the President of the USA?

P6: His power is known to be limited by law and unlike the British monarch the President of the USA is elected by the population every four years.

T:  Thank you. There is also the Cabinet of the Administration of the USA. And you are interested to know how it works too, aren`t you? Do, please.

P7: What do you know about the work of the Cabinet of the Administration of the USA?

P8: The Cabinet of the Administration of the USA which consists of the most  important departments is responsible for their work.

T: As we have already said the legislative branch of power in the USA is represented by the Congres. Ask your classmates what is meant by the Congress of the USA. Try to compare it with the Britich Parliament.

P8: When we speak about the British Parliament we mean the House of Lords and The House of Commons of course. And what is the Congress of the USA made up of?

P7: it is made up of the House of Representatives with its 435 members and the Senate with 100 members.

P8: The members of the House of Lords in the British Parliament are never elected by the population. What would you say about the members of the US Congres?

P7: Unlike the Hous of Lords the members of the US Congress are elected by people and this I think adds to the idea of democracy.

T: Thank you. I see you are aware of the main principles of the political systems of Britain and the USA and it`s very good that you can explain them by means of the foreign language you are mastering. All this I belive can`t but add tj your intercultural awareness too. But today`s Englich lessons is coming to an end. Your home task is to work with the text translating.
